Project Overview
EXMI worked with Garland 2022–24 to conduct comprehensive human capital consulting in response to audit findings. This work included review and revision of organizational structures, identification and tracking of KPIs for scorecard development, reviewing job requirements, and updating job descriptions, development of recruitment and staffing plans, improvement of key HR processes, addressing salary compression in identified roles through a comprehensive compensation study, review of stipend criteria and application, and development of updated grievance protocols.
Approach
Reorganization of the HR department and streamlining of the hiring process were undertaken first as new job roles and assignments impacted all other work and job role vacancies needed to be filled in a timely manner. Completion of our collaborative process ensured the GISD is well positioned to meet current and future goals while implementing significant positive changes in the HR department.
Outcomes
- Defined KPIs and developed KPI Dashboard and scorecard
- Conducted job analysis to gather information to update HR job descriptions
- Provided feedback to assist with finalizing HR Status Reports for onboarding and hiring
- Developed and implemented new tracking form to provide controls for Personnel Files
- Developed and supported implementation of Recruitment Plan, including SWOTs, new review of comparable district channels and messaging, new persona and message development
- Developed recommendations to expedite staffing processes and supporting implementation of new systems
- Identified opportunities to streamline stipend acknowledgement process
