Overview
ODEW oversees Ohio’s public education system. EXMI partnered with ODEW to help schools and districts strengthen their Human Capital Management Systems (HCMS) to attract, hire, support, and retain employees.

Project Overview

EXMI partnered with the Ohio Department of Education and Workforce (ODEW) to strengthen human capital management systems (HCMS) in schools and districts across the state. The work focused on two key strategies: developing state-level HCMS resources grounded in Ohio’s policies and practices, and providing professional development to help educators develop human capital expertise.

Approach

The project involved several key initiatives:

  • Website Improvements & Human Capital Resource Center (HCRC): Led the initial development and continued expansion of the Human Capital Resource Center (HCRC) website (http://www.ohiohcrc.org/), which organizes resources into four main areas:
    • (1) Attract & Prepare
    • (2) Recruit & Hire
    • (3) Support & Grow
    • (4) Engage & Reward.
  • Statewide Advisory Team: Facilitated quarterly meetings of a 32-member statewide advisory team (comprising leaders from the Department, districts, higher education, associations, unions, and Head Start) to define priorities and provide feedback on new HCRC resources.
  • HR Training & Development: Designed and delivered in-person and virtual professional development (including compensation), train-the-trainer programming for educational service centers, and provided coaching and support to a professional learning community of Ohio educators.
  • Technical Consulting: Provided technical consulting to human capital leaders in districts across the state, tailoring recommendations to the unique needs of rural, urban, and large districts.

Outcomes:

  • Successfully launched and continue to expand the Ohio Human Capital Resource Center (http://www.ohiohcrc.org/)
  • Registered over 1,800 education employees for human capital training and networking sessions.
  • Established and facilitated a 32-member statewide human capital advisory team that meets quarterly.
  • Delivered comprehensive Communications & Marketing Support.
  • Provided tailored technical consulting to a wide range of Ohio school districts.
