Project Overview
EXMI partnered with the State of Hawai'i and the Office of Talent Management to strengthen teacher recruitment and retention. The project's focus was a comprehensive review of teacher compensation, ensuring salaries are externally competitive and that there are no compression issues. This work included a market study, stakeholder feedback, compensation structure analysis, review of prior compensation adjustments, and final recommendations.
Approach
The project involved evaluating the current salary structure, collecting benchmark salary data, identifying potential improvements including addressing salary compression, holding stakeholder feedback meetings, surveying all teachers across the state, and aligning the Department’s compensation framework with market standards and best practices. As part of the study, EXMI also gathered and analyzed feedback from key stakeholders including teachers, school leaders, district leaders, and union representatives through interviews, focus groups, and a salary survey.

Outcome
- Provided technical assistance to a state department of education.
- Collected and analyzed extensive qualitative and quantitative data.
- Delivered recommendations for improvements to the current teacher salary schedule.
- The final report was delivered on time within a compressed 5-month timeline and was released to the public by HIDOE on October 9, 2025 (See: HIDOE website)
